I am sorry. I don't know who wrote that.
But I comfirmed it too. The php_manual_ja.chm(on 11 Mar 2004) is in Simplified Chinese and English, not Japanese.
For a while, it thinks that it is good to send it back to the previous version. How is it?

CHM can be displayed now.
English search was completed.
But, Japanese search cannot be performed.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
