This is a mistake.
            print (strftime ("%A, in French "));
            setlocale ("LC_TIME", "fr_CA");

fr is the French language
CA is a country, Canada in this case.
So, fr_CA is likely Quebec Time or Eastern Time.

This example should be replaced with:

            print (strftime ("%A, in French "));
            setlocale ("LC_TIME", "fr_FR");
