I put php code inside a php file it works. But when I put php script inside html, it does not work.

Have you made appropriate changes in Apache's httpd.conf to let it know it should pass html files to PHP to parse them?

You didn't define .html as a PHP type in your httpd.conf file.  Look for the "AddType application/x-httpd-php .php" and append .html to the line.
