The list of backwards incompatible changes when migrating from PHP 7.2.x to 7.3.x, https://www.php.net/manual/en/migration73.incompatible.php, says

"As of PHP 7.3.23, the names of incoming cookies are no longer url-decoded for security reasons."

The list of backwards incompatible changes when migrating from PHP 7.3.x to 7.4.x, https://www.php.net/manual/en/migration74.incompatible.php, says

"As of PHP 7.4.11, the names of incoming cookies are no longer url-decoded for security reasons."

So, when did this change enter PHP? Was id PHP 7.3.23 or 7.4.11?

The documentation appears to be inconsistent. Perhaps one of the pages is incorrect?

This was done as bug fix for PHP 7.3.23 or 7.4.11.  I.e. cookie
names are still url-decoded in PHP 7.4.0 - 7.4.10.
