There have been issues with broken snapshot builds, which have been resolved.  Then there have been issues with inability to upload the builds, which are supposed to have been resolved.  Now, we have to wait for a new commit to the PHP-7.4 branch.

The latest PHP 7.4 snapshot build (r15236fb) is available, and
looks good.
