This only fails on this windows operating system for the x86 TS build with opcache enabled. 

2 similar tests fail: 
ext\opcache\tests\bug69281.phpt
ext\opcache\tests\is_script_cached.phpt

bug69281 has opcache.valid_timestamps disabled, whereas is_script_cached has it enabled. 

Expected result:

Actual result:

bool(false)
bool(false)

Test also fails for Windows Server 2019. However, it fails for all builds whenever opcache is enabled.

Re-downloaded 7.4.0RC4 build and tested again. They work fine now.
