To aid contributions to the web-bugs repo, could the following information please be added (to the readme):

- PHP compatibility level requirements
- Available extensions
- SQL compatibility level requirements
- Recommended mailing list / IRC channels for communication
- How to run tests (if any)

Using a composer.json for the PHP compatibility level and available extensions might be useful, even if Composer is not used on the project otherwise and IDEs and tools will pick this up
