The UTS #46 ToUnicode [1] and ToASCII [2] steps currently accept a series of boolean flags. PHP currently only exposes ways of controlling the CheckBidi, CheckJoiners, and Transitional_Processing flags through the use of the IDNA_CHECK_BIDI, IDNA_CHECK_CONTEXTJ, and IDNA_NONTRANSITIONAL_TO_(ASCII|UNICODE) constants.

I am proposing that PHP add support for controlling the CheckHyphens and VerifyDnsLength flags. The CheckHyphens flag applies to both idn_to_ascii() and idn_to_utf8(), while the VerifyDnsLength flag only pertains to idn_to_ascii(). 

This would add two new constants:

IDNA_CHECK_HYPHENS
IDNA_VERIFY_DNS_LENGTH

Bug 72506 and Bug 71350 seem like possible prerequisites to supporting the VerifyDnsLength flag.
