According to the definition of E_NOTICE in the php.ini file, the directive:

error_reporting =       E_ALL & ~E_NOTICE

should not display notices such as:

Warning: Missing argument 3 for array_extractbyprefixmulti() in /web/lib/array.php on line 9

but php does as of 4.0.3pl1

This has nothing to do with E_NOTICE (which works properly).  Missing arguments to functions generate an E_WARNING message, not an E_NOTICE one.
