I am trying to run php7 under nginx-1.13.3 so I downloaded PHP 7 all versions one by one and getting same issue. PHP 5.* version is working. I am getting following error 
"The application was unable to start correctly (0xc000007b)"
I also tried to find help from doing the search but couldn't.... 

Is PHP 7 compatible for nginx windows?

a bugracker is probably the wron gplace to ask specific installation questions and you even don#t tell anything useful about your environment - WHICH windows version, 32bit/64bit, did you use the correct php.exe (cli versus cgi) and so on

but you *really* should ask that on a nginx support forum and in that case still follow http://www.catb.org/esr/faqs/smart-questions.html#beprecise

I am using Windows 8 64bit and it's PHP7 issue as when I double click on php.exe it shows an error window written on "The application was unable to start correctly (0xc000007b)"
I also have php5.6.* when I click on it's php.exe it didn't give me any error. php5.6.* is recently downloaded from http://windows.php.net. didn't make any change in php.ini file for php5.6.* nor for php7

so I don't think so it's because on ngnix....
