Description:
------------
When downloading the win32 version of PHP7.1, it contains an outdated install.txt. The instructions contained in this file are no longer working. It mentions for instance a php7isapi.dll, but the ISAPI dll is removed in PHP 5.6 I believe.

Expected result:
----------------
Update the file with relevant instructions, or remove those instructions and point to online resources. No information is better than disinformation.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

This was fixed in more recent versions of PHP and now it simply points to the docs at PHP.net, same goes for the INSTALL file in root of php-src
