in http://php.net/apc_define_constants there is a note that this very same function exists because define() is slow.

as of php7 this is no longer true and this statement should either be deleted or it should be mentioned that its not longer the case as of php7

The APC documentation has been removed from the manual, so this
ticket is obsolete.
