When 5.6.16 was released there was a minor change to how mysqli_real_connect worked. Per this bug https://bugs.php.net/bug.php?id=68344 there was a new flag added

MYSQLI_CLIENT_SSL_DONT_VERIFY_SERVER_CERT

I submitted a documentation patch to add this to the docs but it's just languished.
