Description:
------------
pecl install mailparse does not work well in PHP 7.0
It says it requires mbstring, but that's been installed already.

Test script:
---------------
root@v13001:/# php -v
PHP 7.0.4-5+deb.sury.org~trusty+1 (cli) ( NTS )

root@v13001:/# php -m | grep mbs
mbstring

That is a duplicate of bug #71181.

if you add

#undef HAVE_MBSTRING
#define HAVE_MBSTRING 1

to the: /usr/include/php/20151012/ext/mbstring/libmbfl/mbfl/mbfilter.h

pecl will be able to compile extension and that will work.

Or you can remove that:

/* just in case the config check doesn't enable mbstring automatically */
#if !HAVE_MBSTRING
#error The mailparse extension requires the mbstring extension!
#endif

from file: mailparse.c

or replace
#if !HAVE_MBSTRING
with
#ifndef MBFL_MBFILTER_H

in the same file

on ubuntu xenial 64-bit

```
pecl download mailparse
tar -xvf mailparse-3.0.2.tgz
cd mailparse-3.0.2/
phpize
./configure
sed -i 's/#if\s!HAVE_MBSTRING/#ifndef MBFL_MBFILTER_H/' ./mailparse.c
make
make test
```

Strange thing is some of the tests are failing and they sound a little scary (double-free leads to segfault :S) I submitted a few times (sorry if it made noise)
