I've set in http://php.net/my.php Language to English and Server to Netherlands 1 (nl1.php.net), but Language is always Italian and server is always php.net.

Is this still an issue for you?  Note that the mirror setting has
gone, because we switched to CDN long time ago.  Also note that
the language setting is only supposed to be applied when using URL
shortcuts or when searching.  See the detailed description at
<https://www.php.net/my.php>.
