Each documentation page on php.net include a comments section at the bottom. Users cannot respond to others' comments. If this were possible, I think there would be much more discussion, critiques would be made, and the advantages and disadvantages of the ideas in the comments would become known, as well as alternatives. Quality of available information in the comments would increase.

As it is, there is only an upvote/downvote system which doesn't provide any information why an idea is good or bad.

Expected result:

It should be possible to respond to comments on php.net.

Actual result:

There is no way to respond to comments.

The lack of 'reply' functionality is intentional. 
This is not meant to be a discussion forum, or code repository.

The comment section is meant for users to provide more information, gotchas, ...

The voting lets the manual editors know which comments provide good value and should be considered for inclusion into the manual itself, where the downvoted notes tend to get deleted for lack of usefulness.
