Looks documented to me, per http://au2.php.net/parse_ini_file:

scanner_mode
Can either be INI_SCANNER_NORMAL (default) or INI_SCANNER_RAW. If 
INI_SCANNER_RAW is supplied, then option values will not be parsed.

Unless that's changed in PHP 5.4 (which I'm pretty sure it hasn't, since it's 
not in UPGRADING and the code looks basically the same), I don't think this is 
an issue.
