This is all known, and being fixed. 

And we can't force mirrors to update immediately but eventually they'll all 
update.

No documentation at all. The "working mirror" http://php.tonnikala.org/ has seen 
it's last updates three years ago, so that is no solution.

That's not an official mirror. I suggest one of:

A) http://docs.php.net/ (works fine)
B) pear install doc.php.net/pman (man pages)
C) Wait an hour (the docs are building now)

Though the site has been rebuilt, the user notes are no longer displayed. E.g, 
http://www.php.net/manual/en/book.dom.php had a great number of useful user 
contributions as of 1/20/2011, but today it reads "There are no user contributed 
otes for this page."   The internet archive shows what was there as of the 
7/18/2011 snapshot:

This should now be fixed, including user notes, with the exception of any mirrors 
that are particularly slow to update.
