Fedora Packaging Guidelines requires that each RPM includes the LICENSE file, when provided by upstream, and to request for it when missing.

So I do.

PDFlib Lite is not available under any OSI-approved license,
and we do not intend to change the licensing. We therefore
request to remove PDFlib Lite from Fedora packages.

This request was about pdflib pecl extension which is released, under PHP license, according to http://pecl.php.net/package/pdflib

The code for pecl package itself is released under the PHP license, but not 
PDFlib Lite.


This extension wraps the PDFlib programming library
for processing PDF on the fly, created by Thomas Merz. 

PDFlib is available for commercial licensing and under the PDFlib Lite License
(see http://www.pdflib.com/fileadmin/pdflib/pdf/license/PDFlib-Lite-license.pdf)
