Fedora Packaging Guidelines requires that each RPM includes the LICENSE file, when provided by upstream, and to request for it when missing.

So I do.

Naturally, I cannot reach out to Fedora packaging details and I cannot make Fedora update any of their packages but I've added a LICENSE file to the development tree, http://svn.php.net/viewvc?view=revision&revision=317080 .
