package.xml states that this package is licensed under PHP license, however the bundled unrar has it's own license (see unrar/LICENSE.txt).

The extension is licensed under PHP License.
unRAR license says that it's freeware with the exception that you should not use the sources to develop a copy of WinRAR.
I don't how much clearer this can be.
