Description:
------------
Windows folder can contain spaces (e.g. htdocs\My Services\MyService.php). An SCA component located in such a folder with a binding of soap generates incorrect WSDL containing spaces in the location attribute. These should be replaced with %20.

Note, the same is also true for the serviceURL in the jsonrpc service description generation.

Expected result:
----------------
And should look like:

{"SMDVersion":".1","serviceType":"JSON-RPC","serviceURL":"http://localhost/PHP%20Stuff/...

Actual result:
--------------
A partial jsonrpc service description currently looks like:

{"SMDVersion":".1","serviceType":"JSON-RPC","serviceURL":"http://localhost/PHP Stuff/...
