The source code for mysql support in PHP for Windows is missing one header file "php.h"
The header file is missing in the Visual C++ project.

I don't have Windows, nor do I use Visual C++. Georg, do you have a Windows machine on hand?

Sorry, but your problem does not imply a bug in PECL itself. For a
list of more appropriate places to ask for help using PECL, please
visit http://pecl.php.net/support/ as this bug system is not the
appropriate forum for asking support questions.

Thank you for your interest in PECL.

Please check the documentation on how to build PHP on Windows.
