Line 6 "skip.. only for Windows". The test isn't meant for windows but for unix afaik.

I think the semantic in this commit: http://svn.php.net/viewvc/php/php-src/branches/PHP_5_3/ext/standard/tests/directory/open_basedir_001.phpt?r1=316236&r2=316235&pathrev=316236 is better

(I didn't reviewed php 5.4 or trunk tests but should have same issues)
