The actual german php_manual.chm contains many dead links.

i.e.

Sprachreferenz -> Klassen und Objekte -> Eigenschaften 
-> Heredoc-Syntax
-> Nowdoc-Syntax
-> statisch

Sprachreferenz -> Klassen und Objekte -> Magische Methoden
-> __construct
-> __destruct
-> __call
-> __callStatic
-> __get

Sprachreferenz -> Klassen und Objekte -> OOP-Changelog

This is not a translation problem. Also the English file is broken, e.g. "Language reference" => "Classes and objects" => "Properties" => "heredoc" link on this page cannot be opened.
