I'm sorry this is arguably a blatant abuse of the bug tracker, however, I have emailed group@php.net twice and received no reply, so I am continuing to make a good faith effort to contact the relevant people by reporting a 'bug' here.

The 'bug' actually concerns this very tracker, which I have come to believe is a great little project, and one which deserves wider use.

The problem is that its license is a bit ambiguous. I'm hoping somebody can could clarify it. I suppose it falls under the category of 'code' in the website copyright (http://www.php.net/copyright.php), so I know I am free to view and download it, as long as I don't remove copyright notices and so on. However, nothing is said about modifying it or creating derivative works. I'm hoping it might fall under the PHP license and thus that I am free to modify it and use it for my own purposes.

Furthermore, I'm wondering if the developers would accept some contributions from me to make the tracker more 'distributable', i.e. easier for others to install, configure, etc., so it could be released as a package. I have some ideas for how to do this. I also have a patch or two for bugfixes. I need to know the appropriate people to discuss this with, though, and how to contact them.

I am very surprised that you consider this tracker as 'great' :P

We obviously welcome any and all contributions in all forms, and especially 
appreciate patches.

As for the license, most (if not everything) developed by the PHP project is 
PHP/BSD/MIT licensed - with some LGPL exceptions (pear and pecl extensions).

You are right that there is no explicit license note for the bugtracker, but I 
can assure you that noone will hunt you down if you extend it and use it for 
other projects. The MySQL team for example did that with our old tracker (even 
without contributing back) and that was perfectly fine.

However, as the lead developer of this tracker is currently not around we cannot 
simply add an arbitrary license note at this time :|
