The max_file_uploads is not documented in any place only in news.
Possible is interesting add some words in http://php.net/manual/en/ini.core.php at least.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Is not urgent for me but I spend some time for find the solution
About warnings displayed in error_log and i only find the source code
And later the news comments about changes version.

I hope that others spend less time ;)
