Description:
------------
In the bug submit process, there's a report form to submit with Captcha, then a second page that shows supposedly similar issues, and requires a second captcha to submit. These captchas are frequently unreadable, requiring a page reload, yet reload of the second (confirmation) page causes return to first page, then requiring two more captcha attempts... repeat until steamed :-)

Expected result:
----------------
If the captchas themselves can't be fixed (and I see a long history of bug reports on that) then could the confirm page please at least reload to itself, rather than to the first bug-submit page? At least if the confirm page reloaded it might show the same captcha rearranged in more-readable form?

Is this valid with the "new" bug tracker?
