Description:

strtolower is not converting some characters even with the correct LANG settings

Reproduce code:
---------------
LANG=pt_BR
LC_ALL=pt_BR
LC_CTYPE=ISO-8859-1
export LANG LC_ALL LC_CTYPE

<?
$m="ABRA??O";
echo strtolower($m);
?>


Expected result:
----------------
abra??o

Actual result:
--------------
abra??o

Thanks, just for helping out anybody that come here in the future: on ubuntu you must generate the locale with "locale-gen locale".

locale-gen pt_BR worked for me!
