&#dddd; in href is not recognized correctly by url rewriter scanner

the original code was <a href="/def/"> and i encoded the first / to trap some bot that don't recognize & and nofollow correctly so it is <a href="&#47;def/" rel="nofollow">, nofollow is not required to reproduce the bug
