In PDO DB output incorrectly chatset encoding.

My Language Russian, encoding Windows-1251. I select result, and view incorrectly result (bad charset).

Reproduce code:

Please insert to file /Db/Adapter/Pdo/Abstract.php on line ~124 next code:
