When a commit is too large for the mailing lists (I'm not sure how large is too large, but a limit exists) an email is not sent to the appropriate mailing list. Please make it at least send an email saying a commit was made, show the changed files, and by who.

So basically the only difference is that an attachment (with the diff) would not be included in the email.

This is important so changes are not lost in the shuffle.

Second thought: it is a security problem also because of noone sees the changes directly by mail.

This has been taken care of in the move to SVN. See http://news.php.net/php.cvs/60007 for an example. It still sends an email and links to the revision where you can see the changes made.
