sings like php does not supports connections on ports

Reproduce code:
readfile ("php://filter/write=string.rot13/resource=","Current Song");

Expected result:
i expected 
see the line Current song printed on the php page.

Actual result:
Warning: readfile(php://filter/write=string.rot13/resource= failed to open stream: No such file or directory in /var/www/webalizer/1.php on line 4
