Description:
------------
It sucks to have to enter a captcha for every step on bugs.php.net while adding a bug report. The captcha should only be entered in the last step, just before submitting the bug finally.

Additionally the captcha is often very bad readable and so gets mistyped very often.

It just bugs people and may lead to not submitted bugs.
