Please try using this CVS snapshot:

  http://snaps.php.net/php4-STABLE-latest.tar.gz

For Windows:

  http://snaps.php.net/win32/php4-win32-STABLE-latest.zip

I get exactly what your expected result is using the latest CVS snapshot. So please try it out.
(I have libxml 2.5.11, check your version too)

My version: LibXML 2.4.28
 [2003-12-05 05:41 UTC] derick@php.net
Then please upgrade libxml and recompile PHP against this new version.
