the precompiled radius DLL for PHP version 4.2.3 (php_radius.dll) causes IIS to fail to start. I could not compile it for myself as I lack the MS development tools to do so.

Dou you use, the php-isapi?

I recommend to use PHP via CGI with IIS, because the ISAPI is beta, and the radius extension is currently untested using IIS with PHP-ISAPI.
