I've downloaded the full Win32 PHP binary and the "-b" argument that should "Bind Path for external FASTCGI server mode" doesn't work.

What happens is:
c:\php>php -b 5000
Error in argument 1, char 2: option not found b
Error in argument 1, char 2: option not found b
Error in argument 1, char 2: option not found b

I read on php.dev newsgroup that this is the right way to start FastCGI
support since SAPI/FastCGI was discontinued.
But it doesn't work.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the existing bug instead.
