zeus version: 4.1r4
when I use configure --with-isapi=/usr/local/zeus
it says checking for Zeus ISAPI support... configure: error: Unable to find httpext.h in =/usr/local/zeus/web/include
I'm sure there is a file named httpext.h in /usr/local/zeus/web/include

when I use configure --with-isapi (not path follow), it works fine.

looks bogus. .m4 looks fine, cant reproduce.
