Always the same problem describe  http://bugs.php.net/bug.php?id=8722

modify network.c with

#ifdef PHP_WIN32
#include <windows.h>
#include <winsock.h>
#define O_RDONLY _O_RDONLY
#define EWOULDBLOCK WSAEWOULDBLOCK     // Add
#undef errno                           // Add
#define errno (WSAGetLastError())      // Add
#include "win32/param.h"
#else
...

and fsock.c i remove the line #define EWOULDBLOCK WSAEWOULDBLOCK     

and now it's work.

This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a documentation 
problem, the fix will show up soon at http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites.
Thank you for the report, and for helping us make PHP better.

Hopefully, this bug will not reappear
