a.php
<?
	setlocale(LC_ALL,'ru_RU');
	$a = 1.3;
	var_dump($a);

	include('b.php');
?>

b.php
<?
	$a = 1.3;
	var_dump($a);
?>

shell>GET http://host/a.php
float(1.3)
float(1)

ru_RU use `,` for decimal separator.

Workaround for this bug:
setlocale(LC_NUMERIC,'C');
