I have string $foo its value of the 100 Russian chars in the windows-1251 coding.

print iconv( "windows-1251", "utf-8", $foo );

I see only 66 Russian chars instead of 100.( UTF-8 User agent code page )

if I change string value to 200 Russian chars in windows-1251 and print out
 
I see 116 chars instead of 200

I think that iconv do not increase output buffer data.
