In cgi mode of php 4.0.6.
$PHP_SELF was always same with $SCRIPT_NAME.$PATH_INFO before I upgrade my cgi mode php. NOW, It has only $PATH_INFO value. 
Is this not bug? changed feature?

Do you use phpinfo() to check these values?
Could you try 4.1.0? If problem still exists, please mention your web sever and version. 
Even if it seems trivial to write a simple script, make sure you provide short script. Short script shows a lot of things, how you access these vars, etc.
