Compared to Bugzilla [ http://bugzilla.mozilla.org ] the PHP Bug Report form doesn't give much information. It doesn't need more options (unless the developers feel like that), but better bogus bug preventing.

Some suggestions of me (mine? I'm not native English!):

Start the page with: "Only submit bugs related to the PHP software, not to specific scripts on specific sites. We are not responsable for those scripts (unless they are on php.net of course)"

"Please check to see your bug hasn't been reported yet" shouldn't be buried deep in the Dos & Don'ts. Duplicates will happen more and more after a while.

... other suggestions?

I'm just comparing to Bugzilla... with more than 90 000 bugs, you need some sort of control...
