According to 'make test' Bug #30638 is allowed to fail on Mac OS X.  Since FreeBSD shares some of its userland with Mac OS (locale data being one of them) the warning message for a failing Bug #30638 should also include FreeBSD as well  (maybe other BSDs too?).

If the test is supposed to fail on FreeBSD, not only the title of
the test would have to be adjusted, but also (actually, more
importantly) the SKIPIF section.

It seems that test succeeds on our FreeBSD CI[1], so this ticket
doesn't appear to be relevant anymore.
