Bug #38714 fixed the issue of PHP in CGI mode not including php.ini files in the local user directory. It seems though, that if a php.ini file is placed in the local directory, only the values in that file are used, and everything else is defaulted.

Before 5.1.x, PHP would read the local directory's php.ini and use the values found, and for values not found it would look in the server's primary php.ini file.

If the correction in #38714 was meant to revert ot how it worked before 5.1.x, then it should look at the master php.ini for values not found in the local php.ini.

This does not make sense... PHP would only always use one php.ini file and I fail to believe it would fall back to the "master" file. Can you please double check if that actually happens?
