I have the latest stable version of PHP, ver 5.2.5 and have just used go-pear.php to install pear. Directly following I attempted to install the uploadprogress package. The following  is the result.

downloading uploadprogress-0.3.0.tgz ...
Starting to download uploadprogress-0.3.0.tgz (4,677 bytes)
..
...done: 4,677 bytes
3 source files, building
ERROR: The DSP uploadprogress.dsp does not exist.

I then attempted a few other packages and those installed fine  and then attempted a few more times with the same result outside the warnings for files already existing.

Thinking that could cause issue I removed the files and started again. Same thing. Is it possible this file was missed in the last update to the package?

Thank you for taking the time to report a problem with the package.
Unfortunately you are not using a current version of the package -- 
the problem might already be fixed. Please download a new
version from http://pecl.php.net/packages.php

If you are able to reproduce the bug with one of the latest
versions, please change the package version on this bug report
to the version you tested and change the status back to "Open".
Again, thank you for your continued support of PECL.

Please try the latest version, it may be fixed now
