The documentation says "Functions checkdnsrr(), getmxrr() and dns_get_record() requires Bind on Linux.".

Now I may be confused, but Bind refers only to the DNS server. I don't have this installed and can use these functions fine.
Inspecting the code, as far as I can tell it is getting the functionality from glibc (libresolv.a).

If I'm somehow confused, perhaps the documentation can be clarified.

This is a build-time dependency, I presume.
