The php.ini-dist that comes with PHP 4.0.6 does not 
contain the html_errors option. As this option is useful 
for PHP compiled as CGI for offline scripting, it's better 
to have it in the php.ini file rather than look for it in 
the manual.

This bug has already been fixed in the latest released version of
PHP, which you can download at http://www.php.net/downloads.php
