Libmysql documentation mentions that mysql_options(MYSQL_OPT_BIND, "hostname_or_ipaddress") exists since MySQL 5.6.1 (2011). This solves the problem of connecting from a host with multiple IPs, because otherwise the host's current default interface is used; this is decided by the operating system and it may change over time. MySQL server is especially sensitive to this since logins are tied to IP addresses.

PHP's mysql, mysqli and pdo_mysql interfaces don't seem to expose this functionality.
