See description %c parameter on strftime: http://php.net/strftime.
It says following:

%c	Preferred date and time stamp based on local	Example: Tue Feb 5 
00:45:10 2009 for February 4, 2009 at 12:45:10 AM

Result, obviously, should be Tue Feb 4 00:45:10 2009 because of the input date 
February 4, 2009 at 12:45:10 AM.

Expected result:

Example: Tue Feb 5 00:45:10 2009 for February 5, 2009 at 12:45:10 AM
----------------------------------------------^

Actual result:
--------------
Example: Tue Feb 5 00:45:10 2009 for February 4, 2009 at 12:45:10 AM

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
